The Hon. Minister of Transportation, Rt. Hon. Chibuike Rotimi Amaechi has inaugurated a 16-man Ministerial implementation Committee for Kaduna Container Inland Dry Port.
The inauguration of the Committee which was done Thursday, June 23, 2016 in his office, Abuja is expected to work out modalities that would ensure full scale commencement of activities at Kaduna Inland Dry Pot.
Inaugurating the Committee, the Minister said the concept was predicated on Public Private Partnership (PPP) using Build, Own, Operate and Transfer (BOOT) model adding that the Inland Container Deports (ICD) is an equivalent of a Sea Port located in the hinterland which receives containers by rail or road from the seaport for examination with clearance formalities done by the Nigeria Customs Service and other competent bodies.
Amaechi who expressed optimism about the capability of the Committee Members to do a thorough job, acknowledged the enormous work ahead and urged them to work in line with the terms of reference which are;
To develop a workable road map for effective release and smooth flow of Dry Ports bound Containers/Cargos to and from the Country's seaports
To develop standard Cargo clearance procedures and documentation including scanning facilities, etc,
To recommend applicable Software (Electronic Data Interchange) for use and adoption by the Dry Port Concessionaires/Operators at the respective Dry Ports amongst others.
He commended the Nigerian Shippers' Council Management for facilitating the development of trucks stops termed "Truck Transits Parks" (TTP) which would act as catalysts for the successful operations of the Kaduna Dry Port.
According to him,"the ICD and TTP projects were both conceived to facilitate efficient cargo delivery to our hinterland for Importers and Exporters, provide access to ports services, stimulate economic development, boost export of agricultural commodity, provide employment opportunities and increase revenue generation to the State".
The Committee has as the Chairman, Director, Maritime Services in the Ministry of Transportation, Mr. Sanu Galadanchi and Secretary, Mrs. M.N. Ozonweke, an Assistant Director (ICD) Dept, also in the Ministry of Transportation. Other Members of the Committee cut across the Ministry's Agencies- Nigerian Ports Authority, Nigerian Railway Corporation, Nigerian Shippers' Council, Freight Forwarders and Nigerian Customs, Ministry of Commerce, NARTO, AMATO, SAN and STOAN.
Representing the Nigerian Shippers' Council, is the Executive Secretary Hassan Bello, Nigerian Ports Authority, Mr. Nasir Mohammed, General Manager, Mr. Akin Osinowo, Deputy Director (M&C) Dept., Nigerian Railway Corporation, Mr. Swomen, H.I., Deputy Comptroller, Nigerian Customs Service, Dr. Eugene Nweke, Freight Forwarders, Mrs. Auta and Ministry of Commerce, Mr. Chiaka Nwaogu. The Committee is to submit its report within Six Months.
In his acceptance speech, the Chairman of the Committee, Mr. Sanu Dalaganchi who was represented by a Deputy Director in the Ministry of Transportation, Mr. Patrick Ekawu, assured the Minister that the Committee would work in accordance with the terms of reference and pledged that it would not disappoint in the onerous task.
